Análisis de las políticas púbicas en materia de Extensionismo y Transferencia de Tecnología del sector agroalimentario en México y recomendaciones para su fortalecimiento / Analysis of public policies regarding Extension and Technology Transfer of the agri-food sector in Mexico and recommendations for its strengthening

Resumen

Actualmente, el Gobierno de México hace énfasis en el papel prioritario
del extensionismo y la transferencia tecnológica para impulsar la competitividad del sector agroalimentario por lo que, en este sentido, la presente investigación tuvo como objetivo: emitir recomendaciones que contribuyeran al fortalecimiento del Sistema de Extensión Rural Mexicano y de los Grupos de Extensión e Innovación Territorial (GEIT). Para ello, se realizó la revisión de los principales documentos normativos del extensionismo en México y otros países, así como entrevistas a expertos nacionales e internacionales. Se encontró que existen grandes limitantes como el contenido cambiante de las Reglas de Operación; presupuestos con grandes fluctuaciones; retrasos en la asignación de recursos y
el pago a extensionistas; y la desvinculación de las tareas de extensionismo de las de investigación y transferencia de tecnología. / Currently, the Government of Mexico emphasizes the priority role of
extension and technology transfer to boost the competitiveness of the agri-food sector and, in this sense, the present investigation had as its objective: to issue recommendations that contribute to the strengthening of the Mexican Rural Extension System and of the Extension and Territorial Innovation Groups (GEIT).
To this end, a review was made of the main normative documents of extensionism in Mexico and other countries, as well as interviews with national and international experts. It was found that there are major limitations such as the changing content of the Rules of Operation; budgets with large fluctuations; delays in the allocation of resources and payment to extension agents; and the untying of extension tasks
from research and technology transfer.
